Overview

The Hubert H. Humphrey Fellowship Program is a Fulbright program that builds connections between accomplished U.S. and foreignmid-level professionals in leadership positions to advance solutions to pressing global challenges, including thriving communities, protecting human rights, sustainable lands, and human and institutional capacity. It provides a year of personalized academic experiences and professional development opportunities for participants.

Fellows also have the opportunity to immerse themselves in U.S. society and culture; this immersive experience strengthens mutual understanding and lays the foundation for enduring, productive relationships between Americans and their global counterparts.

By exposing Fellows to varied aspects of U.S. life, the program fosters cross-cultural dialogue and collaborations that continue long after the Fellowship year.

Application and Nomination Timeline

Eligibility

Applicants should meet the following eligibility criteria to apply for this program:

  • Applicants must be resident in Jordan at the time of application and must continue to reside in Jordan until the beginning of their program in the United States.
  • Applicants must have an undergraduate university degree.
  • Applicants must have a minimum of five years of full-time professional experience that was gained after completing their first university/undergraduate degree, and before June 2028.
  • Have management or policyresponsibilities, including for those who are university teachers and/orteachers of English as a foreign language. Exceptions are made forscientists/researchers applying in the field of substance abuse education and policy.
  • Applicants should have demonstrated English language ability (seethe English Language Testing section below for specific test scorerequirements).
  • Applicants must have a professional background in one of the fields listed on this page.
Who is Ineligible to Apply for This Award:
  • Dual U.S./Jordanian citizens and persons applying for or holding permanent residence (Green Card) in the United States are not eligible.
  • Individuals who participated in a U.S. government-sponsored exchange program within the last three years prior to the program start are ineligible to apply.
  • Individuals who have attended a graduate school in the United States for one academic year or more within the past seven years, as well as those who have spent more than six months in the United States during the past five years, are ineligible.
  • Individuals who are employees, or close family members or dependents of employees, of the Fulbright Commission or its board, the U.S. Embassy, or the U.S. Department of State or its cooperating agencies are ineligible to apply for the program.

Application Components

Applicants must submit the following documents to qualify for consideration for the program:

  • Official and certified university transcripts in English. You will be asked to upload a scan of these documents with the grading system on the back.
  • Two letters of recommendation: More details are available below.
  • A detailed CV/resume.
  • An English proficiency score report (TOEFL© iBT or TOEFL© ITP)
  • Four essays written in English by the applicant (Leadership, Goals and Program Plan, Public Service, and Challenge Statement).
  • All post-secondary institutions you have attended, even those from which you did not receive a degree or diploma.
  • A passport copy or Jordanian ID. You should make a clear photocopy of your Jordanian Passport or ID and include this page with the application.

English Language Testing:

Candidates from Jordan are required to submit an English language test score as part of their application. The TOEFL© iBT or TOEFL© ITP are accepted. Applicants who achieve a TOEFL© iBT score of 72 or TOEFL© ITP score of 543 meet the English proficiency requirement for the regular Humphrey Fellowship competition.

To ensure your application is complete, please take your English language test as early as possible and include your score report with your application. If you have already taken either TOEFL© exam within the past two years, submit your most recent scores.

Note: In order to have original copies of your score reports (TOEFL© iBT) sent to Fulbright, you need to add a DI code (Institutional Code) 48 hours prior to the exam on your ETS account. Use code 8293 for Fulbright Jordan.

Program Components

Academic:

As a non-degree program, the Humphrey Program focuses on enhancing participants' leadership skills and fostering cross-cultural understanding. While it provides a rich academic and professional development experience, it is not intended to lead to a degree, and Fellows cannot transfer to degree status during or after their participation.

Humphrey Fellows are placed in cohorts at one of the U.S. host universities, which are selected based on the universities' areas of impact and the Fellows’ professional expertise. At these institutions, Fellows learn from renowned faculty, while having the flexibility as non-degree-seeking students to travel, network with American counterparts in their field, attend conferences, and participate in professional affiliations, thereby enriching their overall experience.

‍Professional:

The Humphrey Fellowship provides development opportunities to contribute to Humphrey Fellows’ professional growth and help them build partnerships that can take their work to the next level. Humphrey Fellows expand their perspectives on their work and global issues through immersive learning, collaboration, and networking. This includes participating in a tailored experience at a U.S. community college, engaging in thematic workshops that enhance Fellows’ skillsets, attending high-profile events with policymakers and scholars, and much more.

What the Program Covers

  • Payment of tuition and fees at the assigned host university.
  • A maintenance (living) allowance, including a one-time settling-in allowance.
  • Accident and sickness coverage.
  • A book allowance.
  • A one-time computer subsidy.
  • Air travel (international travel to and from the U.S. for the program and domestic tavel to required program events).
  • A professional development allowance for professional activities, such as field trips, professional visits, and conferences.

J-1 Visa

Fulbright scholars enter the United States on an Exchange Visitor(J-1) visa, under a Department of State exchange program, and are subject to a two-yearhome-country residency requirement at the end of their research award in theU.S. This requirement is designed to assure that program alumni apply whatthey’ve learned, contribute to their community, and share the experiences andknowledge gained during their time in the U.S.

Application Tips:

Your responses should provide detailed information about your plans for professional development, how they align with your goals, and how they address Jordan’s needs. Independent review panelists rely heavily on the proposed program plan to evaluate your communication skills, understanding of the Humphrey Program, and your need for it.
