The Hubert H. Humphrey Fellowship Program is aFulbright program that builds connections between accomplished U.S. and foreignmid-level professionals in leadership positions to advance solutions topressing global challenges, including thriving communities, , protectinghuman rights, sustainable lands, and human and institutional capacity. Itprovides a year of personalized academic experiences and professionaldevelopment opportunities for participants.
Fellows also have the opportunity to immersethemselves in U.S. society and culture; this immersive experience strengthensmutual understanding and lays the foundation for enduring, productiverelationships between Americans and their global counterparts. By exposingFellows to varied aspects of U.S. life, the program fosters cross-culturaldialogue and collaborations that continue long after the Fellowship year.

Candidates from Jordan are required to submit an English language test score as part of their application. TOEFL© iBT or IELTS scores are accepted. Applicants a TOEFL© iBT score of 79 or an IELTS score of 6.5 meet the English proficiency requirement for the regular Humphrey Fellowship competition.
Qualified candidate who score between 50-78 on the TOEFL© iBT or between 5.5 and 6.0 on the IELTS may still be considered; however, they may be required to participate in the Pre-Academic Training Program (ET) to strengthen their English skills prior to the start of the fellowship.
To ensure your application is complete, please take your English language test as early as possible and include your score report with your application. If you have already taken the IELTS or TOEFL© exam, submit your most recent scores.
Note: In order to have original copies of your score reports (TOEFL©) sent to Fulbright, you need to add a DI code (Institutional Code) 48 hours prior to the exam on your ETS account. Use code 8293 for Fulbright Jordan.

If you choose the IELTS exam instead of TOEFL©: make sure you request an extra copy of your score reports to be delivered by mail, courier or hand-delivered from the British Council to the Fulbright Commission’s P.O. Box (find it under our CONTACT page). This service requires a fee to be paid to the British Council.
You are required to submit two letters of recommendation; one of them must be from the immediate supervisor in your current position.
All candidates applying for fellowships in the field of substance abuse prevention and treatment should complete the special form for candidates in this field regardless of degree held, number of publications or research experience. Candidates in other fields should omit this page of the application.
As a non-degree program, the Humphrey Program focuses on enhancing participants' leadership skills and fostering cross-cultural understanding. While it provides a rich academic and professional development experience, it is not intended to lead to a degree, and Fellows cannot transfer to degree status during or after their participation.
Humphrey Fellows are placed in cohorts at one of 11 host universities, which are selected based on the universities' areas of impact and the Fellows’ professional expertise. At these institutions, Fellows learn from renowned faculty, while having the flexibility as non-degree-seeking students to travel, network with American counterparts in their field, attend conferences, and participate in professional affiliations, thereby enriching their overall experience.
The Humphrey Fellowship provides development opportunities to contribute to Humphrey Fellows’ professional growth and help them build partnerships that can take their work to the next level. Humphrey Fellows expand their perspectives on their work and global issues through immersive learning, collaboration, and networking. This includes participating in a tailored experience at a U.S. community college, engaging in thematic workshops that enhance Fellows’ skillsets, attending high-profile events with policymakers and scholars, and much more.

This component is designed to support candidates who may have the necessary leadership potential but require additional language preparation. The ET program provides an intensive 12-week language training in the U.S. to help candidates improve their English proficiency and meet the program’s academic and professional standards. ET participants must demonstrate the same leadership qualities and commitment to public service as other candidates. who have sufficient English language proficiency are not eligible for this component.

Fulbright scholars enter the United States on an Exchange Visitor(J-1) visa, under a Department of State exchange program, and are subject to a two-yearhome-country residency requirement at the end of their research award in theU.S. This requirement is designed to assure that program alumni apply whatthey’ve learned, contribute to their community, and share the experiences andknowledge gained during their time in the U.S.
